You're more likely to find military gear on military zombies so pretty much only at *secret* military base, police and military armory. My personal complaint about the game's default loot is that it is so rare that it is actually too rare, you have endless undead but one baseball bat/crowbar for a whole town, if RNGesus hates you you may be stuck with butter knives …
